1. OBJECTIVE

Greenways (Vías Verdes) are becoming increasingly popular among the general public, both in Europe and in other continents. They are regarded as a new product of great interest due to their special characteristics: easy to use, universality of access, safety and quality of the itineraries (countryside, environmental, cultural and heritage value). And they are particularly interesting thanks to their contribution to important social demands and policies, such as the standard of living in cities, sustainable development and the protection of natural resources, education about the environment, new forms of leisure and active tourism, local development and creation of jobs, among others.

In Spain, as in the majority of the European countries, after a successful Greenway launch phase linked mainly to the physical execution and recovery of old railway line infrastructures, it is now necessary to encourage the general public to actually use them. They must be consolidated as a highly valued and requested transport and leisure resource in order to thus guarantee the fulfilment of the expectations of their promoters.

At the same time, new requirements are also emerging -relating to both strengths and weaknesses- in connection with management and maintenance, access, regulations, the establishment of quality indicators, the solution of legal problems relating to ownership, uses or civil liability, the creation of complementary offers of leisure and tourism activities, and even the development of networks or extensive itineraries which would increase their usefulness.

The basic objective of this Congress is to collaborate in the consolidation of the new Greenway product in accordance with the terms indicated above, on the one hand by publicizing the existence of Greenways and reinforcing international awareness of this resource, and on the other by giving experts the opportunity to share experiences and exchange ideas and solutions with respect to the problems mentioned.

This will help to promote their use and encourage further actions to be taken in this field, raising the awareness of not only politicians and technical experts about the social demand for these types of facilities, but also of private entrepreneurs, so that they may be persuaded to participate in new business initiatives.

On the one hand we want to secure the participation of numerous experts from various countries (mainly Europe, the United States and Canada), geared towards finding solutions to common problems, designing joint strategies of action and developing international programmes based on the Greenways. On the other, our aim is to ensure the maximum involvement of the communication media and other relevant groups and associations (environmentalists, cyclists, sportspeople in general, disabled people...).

2. LOCATION AND DATE

Location : Gijón, a city which is responsible for having developed an excellent Greenway (La Camocha) and included this resource in its standard of living and air quality policies. It is situated in the Principality of Asturias, which has played a very active role in the creation of other exceptionally scenic Greenways (Senda del Oso, La Camocha, Green Arc of Oviedo).

Date: Wednesday 19th - Saturday 21st, October 2000.

3. PARTICIPANTS

This Congress is aimed at political and technical representatives from Spain and other European countries, international organizations, European community, national, regional and local bodies and institutions, as well as representatives from the United States, Canada and Latin-American countries interested in developing Greenways, and at employers and entrepreneurs who count this new product among their initiatives.

The objective is therefore the participation of representatives of the European Commission, the European Environment Agency, Unesco,...; Ministries, Regional Governments, Provincial, City and Town Councils; public and private companies, associations and collectives, with special emphasis being placed on the participation of representatives of national and international communication media.

5. THE CONGRESS ITSELF

The Congress will be held over a period of two days (Thursday and Friday), with a pre-Congress Session on Wednesday, dedicated to Spanish questions, and a technical visit on Saturday. The work sessions will take place on the first two days in the morning and the afternoon, and will consist of speeches and round tables. In general, a number of specialists in different subjects will be selected. They will make fairly brief speeches supported by abundant graphic and audiovisual material, while open debate and the participation of all those in attendance will be encouraged at all times.

6 PROGRAMME OF COMPLEMENTARY ACTIVITIES

circulo.gif (73 bytes) Saturday will be set aside for the optional technical/leisure visits to nearby Greenways: La Camocha, Senda del Oso, Cinturón Verde de Oviedo.

circulo.gif (73 bytes) The participants will also be offered the opportunity to visit other Greenways in Spain. This activity will be mainly geared towards going on a Spanish Greenways Magical Tour, aimed at promoting their potential as a cycle-tourism resource for foreign visitors, which over a 10-day period will enable them to discover many outstanding examples before arriving in Gijón for the opening of the Congress (a final trip along the Transcantábrico railway is also planned). The fees for this complementary activity has not been included in the Budget of the Congress, as it must be covered directly by the contributions made by the people who choose to take part in it (especially foreign visitors).

The International Congress programme includes very diverse subjects, all of them relating to the development of Greenways, their promotion and consolidation as a new leisure, tourism and non-motorized transport product. Workshop

A workshop is envisaged as an optional pre-congress activity, aimed exclusively at those responsible for the different Spanish Greenways (both potential and operative). The general subject to be dealt with will be:

Spanish, French and English. Simultaneous translation services are expected to be available.

9. REGISTRATION FEES

The registration fees amount to 25,000 Pesetas, incl. VAT, (150 Euros) including all the activities which form part of the main programme and the documentation.

Workshop: 10.000 pesetas (60 Euros)
Post-congress visits: 2.000 pesetas (12 Euros).
Rent a bike: 1.500 Pesetas (10 Euros)

This does not include participation in the Spanish Greenways Magical Tour.
